Rounding Rules Checklist:
1. Find the rounding place: Look at the target place value (Ten Thousands or Hundred Thousands).
2. Look at the bossy neighbor: Check the digit directly to its right!
3. Apply the rule:
- If neighbor is 5, 6, 7, 8, or 9 ➔ Round UP! (Add 1 to target digit)
- If neighbor is 0, 1, 2, 3, or 4 ➔ Stay the SAME!
4. Zero out: Change all digits to the right into zeros!
